Entombing in concrete is the last resort which the Japanese Government and TEPCO are planning and assembling men and machinery to perform this action. One must remember that concrete layer is all around the reactors, even below the foundation. For this purpose mining machinery and miner are required.
Normally spent fuel is re-processed to extract out the plutonium and remaining U233 in the rods. The fuel then goes for making newer rods. Japan does not have this facility. India has limited facility for this purpose. The un-usable spent fuel is encased in hermetic entombment and stored in deep underground caverns.
TEPCO brave fifty have already stabilised reactors 1, 2 and 3. Looks like that today (march 20), they will stabilise 4, 5 and 6 also. Restoring power may not work as most likely the valves and piping are also damaged.

I appreciate the gesture of Government of Russia in making an offer to re-settle the people who may like to flee from Japan in Siberia. India can make a similar offer to settle the Japanese in the seven sister states and other parts of India, instead of importing vote banks of Pakistani terrorists from Bangladesh, and Pakistan.
