I would say that Nitish has done a difficult job in Bihar than Modi in Gujarat.
Gujarat was already a forward state when Modi took over some 6 years back.
Gujaratis are naturally enterprising, law abiding, easy to control people, interested in development.
It is not so difficult for a well intentioned leader to take the state on to the developmental path.
But Bihar is totally different.
It is a lawless land with caste poilitics and private armies, most backward people, tribal and adivasi poverty and exploitation, people with least enterprising zeal, scant regard for law, ridden with Maoist insurgency.
Nitish has the pulse of the Bihar's complex society and done a wonderful job in creating confidence among the people that Bihar also can prosper with peace.
